Bolivia recognises young people as a target group within several national strategies and public policy instruments aimed at employment and development. These include: • Economic and Social Development Plan 2021–2025 Titled “Rebuilding the Economy to Live Well, Towards Industrialisation with Import Substitution”, this plan establishes strategic priorities for inclusive economic growth. It includes a proposed Comprehensive Employment Policy, which incorporates youth employment as a cross-cutting theme. • Methodological Guide for Youth Employment and Entrepreneurship at the Subnational Level Approved through Biministerial Resolution 001/2024 (between the Ministry of Justice and Institutional Transparency and the Ministry of Labour, Employment and Social Welfare), this guide provides direction for public sector institutions at the subnational level to promote youth employment and entrepreneurship. • Oportunidades Bolivia Programme This programme aims to foster and strengthen entrepreneurial initiatives among young people and individuals in vulnerable situations. It provides them with the necessary tools to develop and manage sustainable businesses.

Bolivia has established several national objectives to promote youth employment, particularly through coordinated actions with the Plurinational Youth System. These include: • Promoting the labour market inclusion of young people in public institutions and enterprises, in coordination with the Plurinational Youth System. • Protecting and defending the socio-labour rights of working adolescents (ages 14 to 18) and young workers at their place of employment, also in coordination with the Plurinational Youth System. • Implementing labour intermediation and placement processes focused primarily on productive development sectors. • Promoting self-employment and youth entrepreneurship through job placement services and technical training, aimed at improving employability conditions and access to credit.

2025: Proposal for an Integrated Employment Policy. It includes intersectoral coordination with ministries and other central government institutions and intersectoral coordination with territorial autonomous governments. It also considers coordination with universities to close the employment gap, productive actors and cooperatives. Integrated Employment Programme (PRIE) - Youth Component. A direct link with small entrepreneurs is foreseen, based on the previous experience with the Bolivia C-reactive Programme. The PAE I and PAE II programmes were financed by the Inter-American Development Bank, and PRIE also has an initial financing commitment from the same organisation for implementation in the coming months. __________________ 2024: The aim is to establish an inter-sectoral and governmental articulation for the promotion of employment, aligned with the policy of industrialisation with import substitution.
